TATIS
solutions address the Customs processing of goods under duty suspense
regimes including transit, bonded warehousing and bonded manufacturing,
where Customs allows goods to be taken into a country on a temporary basis
and for limited purposes, without payment of duty. The nature of these regimes gives
rise to the risk of fraud and revenue leakage, which cannot effectively be
controlled through importation verification programmes or normal border
control measures.
To
extend the scope of revenue protection to duty suspense regimes governments
will require, in addition to control mechanisms provided by TATIS, a range
of compliance and verification services to validate bonded manufacturers'
data, confirm warehouse inventories, or ensure the physical security of
warehouses.
Transit
-
Automates effective tracking of Customs
transactions
-
Maintains a full account of quantity and value
of goods
-
Targets high risk shipments for increased
scrutiny by Customs
-
Protects revenue with effective management of
the bonds or guarantees that ensure payment should the terms of the transit
be violated
Bonded warehousing
-
Tracks the location of non-taxed goods from the
time of import and throughout the period of their storage in a warehouse
-
Supports the work of Customs inspectors through
the generation of secure labels containing a description of the goods and
the location of the goods in a warehouse
-
Delivers a mobile auditing and
reporting function to Customs inspectors with an automatic update of the
inventory database
-
Protects revenue by automatically adjusting a
warehouse operator's bond liability as each shipment of goods enters or
leaves the warehouse
Bonded manufacturing
-
Monitors the use of non-taxed raw materials,
components and finished products by correlating a manufacturer's warehouse
entries and removals using registered bills of material
-
Protects revenue by automatically updating a
manufacturer's outstanding duty/tax liability with each entry and removal
to ensure bond limits are not exceeded
-
Tracks the period of time that components and
raw materials spend in manufacture to ensure that legal limits for a
manufacturer's storage are observed
-
Analyses each manufacturer's transaction for
indications of potential errors or fraud, based on user-configurable
parameters
-
Supports Customs’ audit capability with the
provision of comprehensive data analysis tools
